OIML Certificate System for Measuring Instruments

The OIML Certificate System for Measuring Instruments was introduced in 1991 to facilitate administrative procedures and lower costs associated with the international trade of measuring instruments subject to legal requirements.

The System provides the possibility for a manufacturer to obtain an OIML Certificate and a Test Report indicating that a given instrument type (pattern) complies with the requirements of the relevant OIML International Recommendation.

Certificates are issued by those OIML Member States that have established one or several Issuing Authorities responsible for processing applications by manufacturers wishing to have their instrument types (patterns) certified.

OIML Certificates are accepted by national metrology services on a voluntary basis, and as the climate for mutual confidence and recognition of test results develops between OIML Members, the OIML Certificate System serves to simplify the type (pattern) approval process for manufacturers and metrology authorities by eliminating costly duplication of application and test procedures.

The OIML web site database lists OIML Certificates registered by the BIML, categories of instruments covered by the System, addresses of Issuing Authorities in OIML Member States, and also the recipients of certificates (i.e. applicants and manufacturers).

The list of categories of instruments covered by the System gives the references of the applicable Recommendations within the OIML Certificate System, and specifies the Member States (indicated by their ISO country codes) which have established an Issuing Authority for the relevant instrument category.

In any given OIML Member State, there may be several Issuing Authorities for the various categories of measuring instruments covered by the System. For a given category, however, only one Issuing Authority may exist.

OIML Certificates: Registration procedure

The fee for registering an OIML Basic Certificate (i.e. issued outside of the scope of the OIML MAA) is currently 159 EUR (2008) and 530 EUR (2008) for an OIML MAA Certificate.

The registration procedure is straightforward: the Issuing Authority sends a PDF file of the Certificate to be registered to the BIML (e-mail Mrs Patricia Saint-Germain). On receipt, the BIML checks that a Certificate may indeed be issued for the instrument in question, enters it in the BIML Certificates database and publishes the PDF file on the OIML web site.

The Applicant is invoiced, or, in certain cases where a special arrangement exists, the Issuing Authority receives a periodic global invoice. If payment is not received within six months of the invoice being issued, the PDF file of the Certificate is withdrawn from the site.
